US Leaves UNESCO; Accuses The Organization Of Persistently Delaying In Decision Making; Urges Compl


United Nations Education, Scientific and Cultural Organization (UNESCO) was created for one main purpose, and that is to contribute to peace and security by promoting collaboration among the nations through science and culture in order to further universal respect for justice, for the rule of law and for the human rights and fundamental freedoms which are affirmed for the peoples of the world, without distinction of race, sex,language or religion, by the Charter of the United Nations.

The organization has a total of 205 members (195 members and 10 associate members), amongst which is the United States of America.

UNESCO's officials have since been noticed and criticized by many of serious lapses in the achievement of the purpose stated in the constitution (hereabove). United States of America has not been different on the view of these lapses, which has made the organization to lost her track.

Amongst other reasons, the United States, on October 12, 2017, through her Department of Sate notified UNESCO Director-General Irina Bokova of the U.S. decision to withdraw from the organization and to seek to establish a permanent observer mission to UNESCO. This decision was not taken lightly, and reflects U.S. concerns with mounting arrears at UNESCO, the need for fundamental reform in the organization, and continuing anti-Israel bias at UNESCO. Reading through the above text, the U.S has pointed out the following three key reasons for dropping her membership;

  • Mounting Arrears: This means the U.S has identified, just like many other individuals and organizations, that UNESCO is persistently lagging (behind) or late, especially in the fulfillment her duty, promise, obligation. If you are a Southern Cameroonian, you should quickly recall that UNESCO, up till today, hasn't offered a word to the kind of education (certificates) that the Cameroon government gave to students who had boycotted classes during the whole of last academic year (2016/2017). Their silence on this is in strict contrast to the declaration of her representative, who said on the state owned CRTV that, if classes fail to go on for a certain number of hours, a blank year will be declared. Students in North West and South West went above this threshold without classes, and surprisingly, till today UNESCO hasn't offered a word to reinforce what they best know.

  • Need for fundamental reforms: Not only UNESCO needs this basic reforms. The entire UN needs the most fundamental reforms, as many have cried out. It is not been long, in addition to the many voices, the former Nigerian president urge complete reforms at the United Nations.

  • Anti--Israel bias:

The US has fulfilled the first step of the procedure to drop her membership according to UNESCO's constitution by addressing her notification to the Director General. Still in line with the constitution, it is only on the 31st of December that the U.S decision will take effect. Extract of constitution (Article II paragraph 6).....

"Any Member State or Associate Member of the Organization may withdraw from the Organization by notice addressed to the Director General. Such notice shall take effect on 31 December of the year following that during which the notice was given. No such withdrawal shall affect the financial obligations owed to the Organization at the date the withdrawal takes effect. Notice of withdrawal by an Associate Member shall be given on its behalf by the Member State or other authority having responsibility for its international relations".
